Dear colleagues,

Revised Oversight and Assessment Framework

Today we have issued a revised Oversight and Assessment Framework for a 3-week consultation period.

2 years after the last update to the framework, we have worked with integrated care boards and providers on our oversight and assessment approach and sought feedback.

To better serve patients, system partners have expressed a desire for greater clarity of roles and responsibilities; use of a broader range of short and medium-term outcome measures; less subjectivity in measurement of success; and adoption of mature relationships in supporting organisations to improve.

This NHS Oversight and Assessment Framework responds to that feedback and builds on the foundations set out in our operating framework.

The framework has been developed for consultation following a period of engagement. It highlights the importance of all partners playing their part in mutually successful systems, as well as balancing the need to deliver against immediate priorities and longer-term sustainable improvement.

We really appreciated the time you spent providing feedback through regionally co-ordinated sessions and engagement events hosted by NHS Providers and NHS Confederation and the written submissions from the engagement exercise. All this feedback has helped us to shape and improve our approach.

You can access the consultation draft online and we would encourage you to respond as your feedback to the consultation will inform any further changes we may take to the approach.

Finally, we wanted to reiterate our commitment to continue to work with you as we move through the consultation process and into the implementation phase and to seek your feedback later in the year about how it is working in practice.

Yours sincerely,

Steve Russell, Chief Delivery Officer, NHS England
Adam Doyle, National Director, System Development, NHS England
Miranda Carter, Director, System Architecture, NHS England
